The relevant legislation for End-of-Life vehicles is
"The European End-of-Life-Vehicles (ELV) directive 2000/53/EC and European waste catalogue (EWC) plus hazardous waste list (HWL) 2000/532/EC and subsequent amendments."
Basically the majority of ELVs are hazardous waste and cannot be crushed or shredded until depolluted. According to the legislation ELV's must be depolluted by an authorised treatment facility before the vehicle can be taken to the next process stage. Substances such as fuel, oil, coolant, wash fluid and pyrotechnics in airbags must be removed. This legislation affects all vehicles that reach the end of their useful life, approximately
2.2 million per year in the UK at present.

DPE-Seda equipment was used in the practical trials to develop the guidance and legislation, DPE-Seda equipment is also used for the cover pictures on the booklet.
